Last updated 27 August 2003 The congestion charging gate at DurhamPhotograph taken on: 23 August 2003. (Larger image) Durham, a town in the north east of England, became the first in the UK to introduce congestion charging, which preceded even the famous London one (London's charging began in 17 February 2003; Durham in 1 October 2002). Because the charging zone is so limited, the motorists should pay it upon exit at the gate. The sign (C in a red circle) is the same as those in London.
