This report suggests that the improvements planned for road and rail network will encourage people to become long distance commuter, which will be a blow to renaissance of the cities like Birmingham. However, as this article also points out, if there are good places to live at the affordable prices, and the quality of life there is of high standard, then people will be encouraged to come back to the central area.
