Network Rail takes over the British rail network from Railtrack

A new not-for-profit organisation Network Rail takes over the British rail network from Railtrack, the article reports. Following this development, Railtrack, which was formed upon privatisation of British Railways in 1993, will now head towards liquidation. The explanation by the British Government is that, because Network Rail is not-for-profit, it need not pay dividends, and all the surplus they get will be used wholly for maintenance of the infrastructure. However, I think that the general public in the UK are sceptical about the possibility of "real improvements".
